Folau's haul was crucial to the win after the Broncos forwards struggled for metres in the opening 40 minutes.
He joins Steve Renouf (five times), Denan Kemp, Karmichael Hunt, Wendell Sailor and Justin Hodges as the Broncos who have scored four tries in a game since 1988.
The Titans led 12-8 at half-time after tries to utility Luke O'Dwyer and a spectacular effort by winger Kevin Gordon just before the break.
The tradition of thrilling clashes between the two clubs continued and with less than 10 minutes to go there was only two points (20-18) between them.
In Sydney, the video ref dashed the Bulldogs' hopes of a last-minute win over St George-Illawarra when he ruled against a try that would have turned a two-point deficit into a two-point win.
Spectators threw bottles on to Kogarah Oval after Steven Clark denied Bulldogs centre Jamal Idris of what seemed a legitimate match-winning try in the final minute because of obstruction in the lead-up.
The hooter blew with the Dragons on 20-18. They led 14-6 at halftime.
