Victims of a West Coast voyeur who videotaped their trips to the toilet felt they had been sexually violated, Judge Colin Doherty said in the Greymouth District Court.
Brian Francis May's actions were "abhorrent to most right-thinking people."
May, aged 62, a businessman, had admitted 13 charges of making objectionable videos oftwo female staff members which degraded and dehumanised his victims.
He was fined $6000 - $4000 going to the woman at the centre of 10 of the charges and $2000 to the other.
The offences carried a maximum sentence of one year's imprisonment and/or a $20,000 fine.
However, Judge Doherty said he took into account the fact May had already settled Employment Court matters with the two defendants and, because of bad publicity, had a failing business and could not pay more.
Judge Doherty said the victim impact reports were as bad as those he read from raped women. He said the women felt ashamed and humiliated.
Sergeant John Torrance said charges related to the period December 1999 to March this year, but May's initial camera was hidden in a display shelf in 1996 and set at a level to view up the skirts of the female staff.
Of 26 videotapes recovered, 24 contained 104 individual images which would be considered to be objectionable.
