Parks and open spaces task group chairwoman Jane Terpstra previously described the toilets as awful and said the revamp has been coming for "quite some time".
Council communications adviser Sam Rossiter-Stead said the timeline for the projects will be agreed with the successful contractor once the tender process is complete.
"The existing toilets are reaching the end of their useful life," he said.
He said council has already considered feedback from various parties.
"We won't know the level of interest until the tender box is opened," he said.
"Provision has been made in the annual plan but the final budget will be agreed with the successful contractor."
The Kuripuni toilets are to be constructed on the council car park between Waltons Ave and Crayne St.
