Almost 2000 motor vehicle traders have applied for registration.
Six weeks after the Motor Vehicle Traders Register came into operation, 1998 applications have been received from individuals and companies applying to become registered traders.
On the first day of the register's operation in December, about 600 applications were received.
Consumer Affairs Minister JudithTizard said of an expected 3000 registrations, 903 had been granted and 1092 were still being processed.
Three applications had been refused as they did not meet the legal requirements.
Ms Tizard believed the registration statistics showed the register was working well.
Under the new law a motor vehicle trader is any person or company that trades cars, including caryard dealers, auctioneers or car-market operators. Most traders have until March 15 to register, but some need to be registered immediately.
Traders can be fined up to $200,000 if they are not registered.
