A mobility van has crashed into the front of the Mediaworks building on Ranolf St.
A reporter at the scene said the van had gone over the footpath, crashing into the front railing of the building.
She said fire, ambulance and police crews were at the scene but there appeared to be no witnesses who saw the crash.
One woman, who did not wish to be named, said she had heard a loud bang but hadn't seen anything.
The reporter said the front of the van had been "destroyed" and had shattered its windscreen.
The driver was being treated by ambulance paramedics.
Constable Doug Howard from Rotorua police said the driver had minor injuries and that the crash was possibly caused by a medical event.
"There was one other person in the van at the time."
