Following their exit from week one of the NRL playoffs, the Bulldogs are reportedly concerned about the form of halves Moses Mbye and Josh Reynolds and view Foran as a potential remedy to their misfiring attack.
While both the Warriors and Bulldogs are keen to secure his services, no contract can be finalised until the NRL approve Foran's playing comeback.
The games governing body need assurances that he has addressed numerous personal issues after he quit the game and was granted a release in July from his multi-million dollar Parramatta contract on compassionate grounds.
The NRL's integrity unit also want him to answer questions about his association with controversial betting identity Eddie Hayson and allegations linking him to match fixing.
Hayson is understood to be of a person of interest in New South Wales Police's probe into corruption in the NRL.
Hayson will hold a press conference in Sydney on Thursday afternoon to address the allegations.
