The man jailed for the rape and murder of Napier schoolgirl Teresa Cormack is effectively refusing treatment and continues to deny the crime, a Parole Board report says.
Jules Mikus was sentenced to preventive detention in 2002 after he was found guilty of raping and killing the six-year-old in 1987.
He did not attend his first parole hearing in February this year and was denied early release, Radio New Zealand reported today (Mon).
The Parole Board's decision said there was a high risk Mikus would reoffend.
He was due to undergo a programme for child sex offenders next year but the Board noted he continued to deny guilt, which was a considerable impasse to treatment, RNZ reported.
The Board will consider deferring his eligibility for annual parole hearings if his circumstances did not change.
The Court of Appeal last year turned down Mikus' request for more time to appeal his conviction.
