Phillips said the officers asked the youths to turn off their music and to leave the area, which is when the teen was pushed off his bike.
The inspector added that police took the matter "very seriously" and carried out a thorough criminal investigation.
"In line with what the victim's family wanted, it has been decided the officer will not face any criminal charges. He will meet with the victim and his family to offer an apology."
Police and the victim's family considered the officer's "excellent conduct" in his more than three years on the force when coming to this decision.
The victim's family said they were happy with the investigation and the decision not to charge the officer.
An employment investigation would now begin, but that would remain confidential.
