The merger of Otorohanga and Waitomo into a single district looks set to go ahead, after the local government commission issued its final plan last week.
However, the final decision will be made by voters from the two districts in a poll held on a date yet to be set.
Over 50 per cent must be in favour of unifying the districts for it to go ahead.
