The vehicle was then seen again and police tried to stop it.
The fleeing vehicle collided with the rear end of a bus causing the vehicle to hit a nearby pedestrian at the intersection of Anzac Ave and Waterloo Quadrant, police said.
Following the crash the fleeing driver ran from the scene on foot. He was apprehended a short distance from the crash.
A police spokesman said a white substance was found in the vehicle and the substance is currently undergoing testing to identify what it is.
The pedestrian received minor injuries, and had medical treatment at the scene.
Police arrested the fleeing driver who is now in custody and will be facing driving charges.
