Work on Masterton's new recycling centre is under way, with the site cleared and earthworks completed, and is expected to be finished by Christmas.
The new centre will replace the one destroyed in an arson attack at Labour Weekend.
The fire, started by two 11-year-old boys, caused more than $300,000 worth ofdamage as it ripped through the recycling centre and also engulfed a front-end loader and 2000 plastic recycling bins which were due to be delivered to Masterton residents.
The next step will be to start construction on the 50m x 24m steel and concrete building, which will include pits and conveyor belts for sorting out recycling.
Paper, cardboard, tins, aluminium and plastics will be collected in containers, then compacted and baled for shipping to Auckland and other sites around the country.
The centre will have a two-lane covered area for public drop-offs, and house staff facilities and an education area.
Mike Jones, managing director of council recycling contractors Green Fingers, said he expected the building to be operational before Christmas.
"If there's no surprises, I'm hoping for a good Christmas present."
Mr Jones' company had helped to design the centre after looking at different examples from around the country.
"It's going to be easier for customers and it's going to be a better environment for staff."
The education facilities would allow them to host school groups for tours.
He said the best time to educate people about recycling was when they were young.
New red recycling bins will be rolled out around Masterton in the next few weeks.
The first deliveries began at the weekend to people who normally have their rubbish collected on Tuesday.
It was hoped to also get bins out at the weekend to people who get their rubbish collected on Thursdays. Those who usually have their rubbish collected on Wednesdays will get their new bins next weekend (November 20, 21) and Friday rubbish-day properties will get their bins before the end of the following weekend.
A Masterton District Council brochure outlining the new two-bin system would be delivered with the new bins.
