In the email distributed on Friday, Queensland Health staff were asked to register even "non-tangible" gifts such as their attendance at functions hosted by Morehu-Barlow, including those at Fortitude Valley nightspot Cloudland.
Meals, tickets, accommodation, travel and flowers were cited as potential gifts to be included on the register.
In a statement to media outlets Dr O'Connell said the email "formalises a process that was already underway within the department and is not new".
Earlier this week, designer clothes, furniture, framed personal photos and a blanket were among items frozen by the government after they were found at the home of the accused's sister, Kelly-Ann Barlow.
Morehu-Barlow's fraud case is to come before the courts again for mention next week.
