Finance Minister Michael Cullen says international sanctions should not be imposed on small nations accused of being tax havens and money laundering centres. A confrontational approach may be counterproductive in persuading them to end money-laundering through their banking systems, he said in a radio interview. He wants a common line developed before a meeting of Commonwealth finance ministers this year.
