"It's making my heart race," Blair resident Sylvia Kasper told the Omaha World-Herald.
"It's scary considering I have a small daycare, and now I really have to watch and keep doors locked," she said.
The Washington County Sheriff's Office confirmed that there was a "Bolinger situation" but did not explain why he was detained, according to the Herald.
"We want to inform the citizens of Washington County that law enforcement and the county attorney's office know the location of Mr Bolinger and you can rest assured that he is not a threat to the community at this time," County Attorney Scott Vander Schaaf said in a statement.
Sheriff Mike Robinson told the news outlet that Bolinger was taken into custody after a number of citizens voiced their concern about his presence.
US media reported that records show the Washington County Jail received Bolinger on January 12 and that he had yet to be charged with any crime.
"He's here, but I cannot tell you why," Sheriff Robinson told the Omaha-World Herald. "Legally, I cannot say anything. We're just as frustrated as everybody else."
Bolinger was arrested on charges of attempting to meet a child following sexual grooming, and possession and distribution of indecent materials.
During his 2014 trial at Canterbury Crown Court, the jury heard evidence that Bolinger discussed his fantasy of buying an axe, chopping off his victim's head and then eating her.
The court heard that the married father-of-three had kept his twisted desires secret from his wife for years. A psychiatrist testified that Bolinger was not suffering from mental illness but would likely continue to have warped fantasies regardless of his punishment.
Bolinger was a member of a sick website called the Dark Fetish Network, where he shared his fantasies and attempted to corrupt others to act on their own.
Judge Williams described the revelation as "worrying and disturbing" and imposed an order banning him from accessing the internet in future without supervision.
She said his access of a disturbing website called Dark Fetish Network was "not only feeding his own fantasy but corrupting others who may act out their own".
He claimed in a forum on the network to have murdered a five-year-old child and a 39-year-old former colleague.
He also attempted to poison former colleague Urlene King with dry cleaning fluid in what police believe was a botched attempt to sexual assault her.
The court heard Ms King had told Bolinger's wife about the attack, but regretted not reporting it to police in light of what later happened.
Bolinger told the court that he believed the teenage girl he was communicating with online was in fact a grown man who was also indulging in internet fantasy.
But then the jury which convicted him heard he had bought an axe the day before he was due to meet "Eva" at a local railway station — and then went to meet the train. However, the girl was a no-show.
Police also found pornographic images of children stashed inside an oven next to his computer when they searched his home, the court heard.
British police reportedly were told about Bolinger during the 2013 trial of 30-year-old New York City Police Officer Gilberto Valle, who was convicted of plotting to kidnap, kill and eat women. Valle and Bolinger exchanged messages about their fantasies.
Bolinger, an American citizen, was sentenced to nine years in prison. It is unclear why he was released and deported.
