"It's a small country community and people are well-connected," he said.
"But the Deloraine community will get behind people when they need it. There's a sense of silent rallying around."
The shooting at Stagg Court came after Phoenix's mother was involved in a fight with the girlfriend of the alleged shooter at a nearby Woolworths.
Police say the 25-year-old man fired at the car in which Phoenix, her mother, uncle and cousin were sitting.
The alleged shooter remains in police custody and will tomorrow front Launceston Magistrates Court on charges of causing grievous bodily harm and recklessly discharging a firearm.
Phoenix had shrapnel removed from her head and neck during emergency surgery at the Royal Children's Hospital.
"She was a victim of circumstance which is the sad bit," Perkins said.
A church group in Deloraine and the council could chip in for fundraising, Perkins said.
Counselling services have been offered to students and staff at Phoenix's primary school, while an online fundraising page has been set up to support her family.
"Please try to imagine how you would feel if it were your daughter, grandbaby, or sister," Suzie Haydon wrote on the page.
"Beautiful, talented, friendly and greatly loved by all her family and friends. We all hope for little Phoenix to know she is safe and loved by many."
