Those injured have been taken to four local hospitals, some by ambulance and some by their own means.
Neudigate told WLWT the shooting was one of the largest he had worked on in more than 20 years.
Police were tracking down the witnesses in a "chaotic crime scene".
"We are in the middle of a very horrific situation that occurred at the nightclub with multiple victims," he said.
"It's going to be a long night for our homicide units to investigate."
On its Facebook page, the club describes its Saturday night event as a "grown and sexy night" for people aged over 21.
Cameo has had security issues in the past, and had four police officers posted outside acting as security staff when the shooting happened, according to WLWT. The officers attempted to give CPR to the person who died.
Cincinnati police don't yet have a description of the gunman, and Captain Kimberly Williams said police were having trouble getting witnesses to cooperate.
According to ABC News, Cincinnati Police Sergeant. Eric E. Franz called the situation a "large and complicated homicide scene".
"There was a shooting here this morning around one o'clock in the morning," he said. "We have 14 people that have been injured from gunfire, one of which is deceased."
Williams said there had been "multiple problems" at Cameo in the past.
The shooting comes less than a year after a lone gunman burst into a gay nightclub in Orlando, Florida, killing 49 people.
