Paranoid letters and emails ranting about race and perceived discrimination were sent to a council by the Porsche driver charged in the Victoria police crash tragedy.
Richard Pusey, 41, who was pulled over for alleged speeding in his Porsche by the four police officers who then died in a truckcrash, wrote the letters that ramble about Syria and suggest officials "all commit suicide".
The Australian reported the millionaire mortgage broker sent 19 letters by fax in 2014 and 2015 to Whitehorse City Council during a dispute about a back yard fence installed without planning permission.
Sent over just four days to the council in eastern Melbourne, when Pusey was living in the suburb of Mitcham, they were written in English, Spanish and Vietnamese.
"As the fax docs are just my mania pointing out things such as errors with dates, racial discrimination and some letters sent asking questions that have never been responded to," he wrote in an email obtained by The Australian.
At the end of the message, he added: "PS. wouldn't want a name like Massoud or Chong in this 'Community' — Would you? (so much for equal opportunity)."
He also told a council officer he'd see them in Syria and told them they "couldn't organise a root in a brothel".
In another, sent on September 8, 2014, he accused the council of treating him, a "white male with a learning and mental health disorder", unfairly and that an "old lady" got a better deal. would have had a better experience.
In a separate email, Pusey contacted a local figure threatening to "tell everyone that politicians in Cuba could do a job better than you".
"You should all commit suicide," he wrote.
"Supreme court, human rights. I remember everything, so do others judging by what's happening around the World … New World Disorder was the headline on SBS last Friday — I wonder what that means?"
Pusey is still in custody after being pulled over for allegedly driving his Porsche at 149km/h on the Eastern Freeway near Kew in Melbourne just before 5pm on Wednesday, April 22.
Three male and one female Victoria Police officers were on the scene and impounding his vehicle when a refrigerated chicken truck ploughed into them, killing all four.

Pusey, who allegedly later tested positive to methamphetamines and cannabis, escaped injury because he was urinating in a bush off the side of the road.
Pusey then allegedly filmed the graphic scene of the dying officers, berating Leading Senior Constable Lynette Taylor, 60, as she lay stricken and moaning for help.
Police will allege Pusey said: "There you go. Amazing, absolutely amazing. All I wanted was to go home and have my sushi and now you've 'f***ed my f***ing car".
The police who died in the accident were Constable Glen Humphris, Senior Constable Kevin King, 50, Constable Joshua Prestney, 28, and Leading Snr Const. Taylor.
Police have charged the driver of the chicken truck, Mohinder Singh Bajwa, with four counts of culpable driving.
Pusey has been charged with nine offences including reckless conduct, speeding, drug possession and drug driving.
Housed in protective custody on remand in Melbourne Assessment Prison, Pusey has allegedly been "playing up", calling jail staff "dogs" and claiming the charges against him are "a conspiracy", the Herald Sun reported.
While he has been in custody, Pusey's luxury apartment in Melbourne has been vandalised and daubed with the word "DIE" in paint on the roller door.
On Thursday, the Victoria Police Chief Commissioner Graham Ashton attended the funeral of Snr Const. Taylor.
Const. Humphris was laid to rest on Friday morning and Snr Const. King was due to be farewelled on Friday afternoon.
