Duarte says he then chased Ibarra out of the store and tackled him. He eventually let him go, but snapped a picture of his license plate as he fled in his car, according to KTLA.
Following the tackle, the Duarte family alerted police and Ibarra was arrested on Wednesday on suspicion of invasion of privacy, according to the Cypress Police Department.
Target's surveillance footage also caught Ibarra allegedly stalking another woman. He bent down behind her and angled his phone to seemingly snap a photo up her skirt.
He was booked into Orange County Jail on $25,000 bail.
Speaking about jumping into action, Duarte said: "My daughter, and the girl that actually was getting their picture taken without her being known — that's what got me."
Police said Ibarra committed the same crime at a Target in Cerritos earlier in the day.
"It's very disgusting. It's disgusting that he knew exactly what he was doing. If he went to different Targets to do this, how many other stores did he go to," Duarte's wife Angelica said.
"So how much, if any, video did he get of my daughter? I'm not sure," she added.
