Fatal division

NEW YORK: Officials say a Brooklyn apartment building in which five people died in a fire last month had been divided into more units than was legal, leaving some tenants without access to a fire escape.

As many as 20 Guatemalan immigrants were crowded into tenements on two floors above a restaurant in the small building.

New York City's building department issued three civil citations to the owner yesterday for violations including failing to provide two means of egress.

Some residents trapped by the January 30 fire threw their children out of windows hoping to save them.
