Manchester police say an apparent suicide bomber set off an improvised explosive device at the end of Ariana Grande's concert.
Police raised the death toll to 22 early Tuesday, and dozens more have been reported injured.
Trump said the attack preyed on "innocent children." He says this "wicked ideology must be obliterated. And I mean completely obliterated."
"Civilized nations must join together to protect human life," he said.
Trump was speaking on his fourth and final day in the Middle East. After meetings with Arab leaders in Saudi Arabia, the president has been pushing the prospect of peace between the Israelis and Palestinians.
The White House said Trump was being kept updated on the attack in Manchester by his national security team.
