One of two Victorian men who allegedly used false documents to enter Perth and attend the AFL grand final has returned an inconclusive Covid-19 test result.

Prominent Melbourne restaurateur Hayden Burbank, 49, and his 39-year-old financial planner friend Mark Babbage allegedly left Melbourne for Darwin on September 14 and then flew to Perth on September 22.

The pair will appear in court on Wednesday, where police will allege they falsified documents in order to enter Western Australia.

WA Police Commissioner Chris Dawson revealed on Tuesday night the men had both been tested for Covid-19 and one had returned an inconclusive result.

He said the man would be tested again, with the results expected on Wednesday morning.

Police will allege Burbank and Babbage flew from Darwin with a WA woman who has been ordered into hotel quarantine and has returned a negative test result.

The two men, who both attended the Melbourne Demons-Western Bulldogs premiership decider at a packed Optus Stadium on Saturday night, are facing serious criminal charges.

WA Police said the men were both charged on Tuesday night with three counts of failing to comply with a direction.

They have been refused bail and are both due to appear in the Perth Magistrates Court on Wednesday.

It will be alleged the information they provided on their G2G application was false, and had that false information not been provided, they would not have been eligible to enter the state.

Police arrested the pair in Bunker Bay, in the state's southwest, after launching a public appeal for information.

Dawson said two other men entered through South Australia to attend the grand final, one of whom appeared in the Perth Magistrates Court on Tuesday.

The other man is believed to have returned to Victoria, where police are working to find him.

On Tuesday afternoon, a foreign military crew member on a Russian military aircraft received a positive result from a Covid-19 test he had undertaken in Queensland.

The plane flew from an RAAF base in Queensland into Perth, where all 21 people on board were placed into hotel quarantine for a fortnight.

Dawson also revealed that 11 of 22 crew members on a ship due to arrive in Perth on Friday had returned positive results from rapid antigen tests.

The ship left Singapore on September 26.
