Authorities are warning people to keep clear of fallen power lines, creeks and storm drains.
The rain has also forced the closure of a number of rural roads.
Just across the NSW border, Queanbeyan also remains subject to a flood warning.
However the Queanbeyan River has fallen to below 3.9 metres, which is below the minor flooding level.
The Queanbeyan SES has urged residents to stay informed because further rain could force the river to rise again.
"We have received 97 requests for assistance since the start of the flood event and have completed all of these," Queanbeyan SES deputy local controller Robert Cunneen said.
