Alleged Bondi shooter Naveed Akram has been moved to the nation’s highest-security prison – where he will be held in protective custody while facing multiple murder charges.

Akram, 24, was transported to Goulburn Supermax, about 190km southwest of Sydney, on Monday, the Daily Telegraph reports.

The alleged terrorist faces 59 offences following a deadly shooting that targeted Jewish people celebrating Chanukah by the Sea at Bondi Beach on December 14.

Akram had been held at Long Bay Correctional Complex in Malabar, Sydney, after he was moved from North Shore Hospital last month.

He has been remanded in custody after being refused bail in December.

A NSW Government spokesman did not confirm if Akram had been moved but said community safety remained the Government’s top priority, and Corrective Services NSW took its responsibility to appropriately manage serious offenders incredibly seriously.

“The High Risk Management Correctional Centre is the most secure prison in the state, and is equipped to accommodate inmates who pose the highest levels of risk,” a spokesman said.

“We are not able to comment on the specific circumstances of individual inmates.”

The High Risk Management Correctional Centre (HRMCC) is a maximum-security facility for male offenders attached to Goulburn Supermax.

Some of NSW’s most notorious criminals have served time at the centre, including murderers Ivan Milat and Malcolm Naden and terrorist Bourhan Hraichie.

Akram has been charged with 59 offences, including commit terrorist act, 15 counts of murder and 40 counts of cause wounding with intent to murder.

He has not been required to enter pleas.

In a statement of facts prepared by investigators, police say CCTV footage captures two males, alleged to be Naveed Akram and his father Sajid Akram, arriving at the carpark near Archer Park, Bondi Beach, about 9.30pm on December 12.

It is alleged the men parked their vehicle and walked over the same footbridge where the alleged mass shooting unfolded.

“The accused and his father are seen to exit the vehicle and walk along the footbridge, being the same position where they attended two days later and shot at members of the public,” the documents allege.

“Police allege that this is evidence of reconnaissance and planning of a terrorist act.”

Both Naveed and Sajid are alleged to adhere to an extremist ideology linked to Islamic State.

It is further alleged the pair were recorded in a video dated in late October 2025 conducting “firearms training” in a countryside location “suspected to be in NSW”.

“The accused and his father are seen throughout the video firing shotguns and moving in a tactical manner,” the document reads.

Police allege both men appear in another video where they appear in front of an Islamic State flag, making a number of statements regarding their motivation for the alleged attack.

“In this video, the accused and S. Akram recite their political and religious views and appear to summarise their justification for the Bondi terrorist attack,” the statement reads.

The document states Akram allegedly appears to recite a passage from the Koran, with four long-arm firearms resting on wood panelling behind them.

A former police officer warned an attack like the Bondi shooting was inevitable, blaming what he described as systemic failures in the firearms registry.

Retired Senior Constable Wayne Jackson spent more than 30 years with the NSW Police Force including time in the registry.

He told news.com.au the system was compliance-focused rather than risk-averse and there was effectively no limit on the number of firearms a person could own or the permits they could obtain.

Jackson said the system allowed an “unchecked and effectively unlimited supply of firearms” into the community.

He estimated about 7500 permits and up to 1900 new firearms licence applications were processed each month, raising serious questions about enforcement.

“How can police on the ground realistically keep up with safe storage inspections and the broader policing of firearms?” he said.

Jackson said it was possible for a person to own thousands of firearms.

“How the hell can the police in the field keep up with the safe storage inspections and the general policing of firearms?” he said.

“The Firearms Registry has released hundreds of thousands of firearms out into the community and then washed their hands of the responsibility.

“They rely on police officers who are generally untrained in the policing of firearms identifications and registrations, licences and the compliance of all it.”
