Gold Coast reportedly have a A$4 million ($4.4 million) blueprint to rebuild the NRL club as a premiership force, with a recruitment wish list headed by Manly's test half Daly Cherry-Evans and South Sydney premiership winner Luke Keary.
According to News Corp Australia, the Titans have A$3.9 million to spendunder the salary cap and are keen to bring Queensland State of Origin star Cherry-Evans back home.
It is understood a Gold Coast representative contacted Cherry-Evans and Keary's managers last week to register the club's interest.
It means that in the past week both of Manly's impressive halves have been linked to other clubs. Kieran Foran is on the Warriors' wish list for 2016, and Brisbane and Parramatta are also chasing Cherry-Evans' signature.
Manly are hoping to secure the pair before Christmas and hope they stay at Brookvale beyond next season.
Both players are tipped to command around A$1.1 million a season, while Foran could even be worth more.
Last Sunday, a tweet from Warriors co-owner Eric Watson welcoming the signing of Foran sent fans and media on both sides of the Tasman into a spin, before the businessman set the record straight, saying Foran was a target.
Another recruitment target is Sydney Roosters prop Dylan Napa.
Gold Coast are cashed up after the departure of 11 players, including Luke Bailey, Albert Kelly, Ashley Harrison and Mark Minichiello. The Titans have a further 10 players off contract in 2015, headlined by co-captain Nate Myles, Aidan Sezer, Paul Carter, Ben Ridge and James Roberts.
