However the panel said in a statement that Luke would automatically be charged should he receive a second caution during the tournament.
Kangaroos coach Tim Sheens and his players were furious about the challenge by Luke, but Gallen says the incident or the Kiwis' targeting of Johnathan Thurston hasn't been discussed by the players since the game.
"It's a Test match, you know you can get away with a bit more,'' Gallen told AAP.
"It can be quite a dangerous tackle but it is quite a difficult thing to rule on for the referee. We are not worrying about Issac Luke, that game has gone and now we face England.''
Gallen conceded the speed around the ruck, which also infuriated Sheens, was something the players needed to adjust to but maintained he had no problems with English referee Phil Bentham.
"I said before the game I like the way he reffed our game in Newcastle, but no-one can deny it was slower than what we are used to in the NRL,'' he said.
"It is just the interpretation is a bit different with the one referee, normally you would have the pocket referee screaming at you to get off a lot quicker.
"But we slowed them down as much as they slowed us down and the penalty count was pretty even, it's just a slower, more physical game at this level.''
