Four new faces will grace the backline in the form of wingers Josh Addo-Carr and Tom Trbojevic, and centres Latrell Mitchell and James Roberts.
James Tedesco holds on to the No.1 jersey he claimed last year, while Penrith prop Reagan Campbell-Gillard has ousted incumbent Aaron Woods in the No.8 jersey.
Penrith were one of two sides heavily represented in the squad. Alongside Campbell-Gillard, halves Nathan Cleary and James Maloney, and utility Tyrone Peachey were also selected.
St. George Illawarra had three players selected - forwards Jack de Belin, Paul Vaughan, Tyson Frizzel, while fellow forward Tariq Sims was included in the squad as 19th man.
Sydney Roosters second rower Boyd Cordner retains the captaincy.
The opening game of the series was set to be held in Melbourne on June 6.
