At the time on the incident Jordsjo was leading the race on $4 favourite Murti and went onto win the 1250-metre race.
Stewards opted to adjourn the inquiry to consider what penalty should apply.
The stewards also stood Cartwright down from all riding including trackwork.
Cartwright holds a dual licence and is scheduled to have his first runner as a trainer in the next few weeks.
