"We have been talking to Cedric for some time and I am delighted to confirm that we have agreed terms on a two-year deal that will bring Ced back to the ANBL and to our fans in New Zealand," Vickerman said.
"He is a perfect fit for the game I want the team to play this season and beyond and has the experience in the vital point guard role to lead this team."
Jackson will arrive in New Zealand in early September and will begin work with Vickerman and the other players not with the Tall Blacks at the World Cup.
During Jackson's first stint at the club, he became the first person in the Breakers' history to ever record a triple-double with 28 points, 10 rebounds and 10 assists against the Melbourne Tigers.
The Breakers start the new ANBL season in Perth against the Wildcats on October 10 before opening their home campaign against Adelaide at Vector Arena a week later.
Jackson's signing means the Breakers currently have the following players contracted for the new season:
Cedric Jackson, Tom Abercrombie, Mika Vukona, Alex Pledger, Corey Webster, Reuben Te Rangi, Duane Bailey.
