What is Preferential Voting?

Preferential Voting (PV)
Under PV, larger parties tend to win a larger share of seats in parliament than their share of the first preference votes. It is hard for small parties to win seats unless they have strong support in certain electorates, making it easier for one large party to govern on its own without coalitions or support agreements.
