Reasons for this included unaffordability, facilities not fit for purpose, lack of availability for community use and distance from other amenities.
"Further investigation into the reasons for lack of use identified above have demonstrated a need to improve knowledge of existing facility provision in the first instance, followed by series of upgrades/improvements to ensure the facilities are able to be used most effectively," the study says.
Should those investigations show the existing amenities could not be improved in an affordable manner that meets the community needs, a cost-benefit analysis should be undertaken to determine the benefits of a new multi-use facility versus upgrades to existing sites.
