SPCA staff are nursing back to health a puppy found dehydrated, starving and terrified in Tarawera Forest.
Two people tramping through the Bay of Plenty forest found the whippet-cross tied to a tree.
The couple took the dog to Kawerau police, who handed the dog to the SPCA for care.
The bitch is
slowly regaining health.
SPCA staff member Dot Pollock said staff thought the whippet was about five to six months old, but very small for her age.
"She has had a horrendous life.
"Her ears are scarred from being kept in a small cage from an early age and she had been tied to the tree for quite a few days."
Mrs Pollock said a collar was fastened tightly around the dog's neck so she could not slip it.
She was angry that the dog was left in such a state: "If it is not wanted, the SPCA always takes them in. We will pick up any unwanted dog."
Mrs Pollock said the dog was slowly gaining weight and staff would look for a good home for her.
"She has had such a dreadful start to life that she deserves a second chance."
