Detective Matt Campbell said police had arrested a 16-year-old boy in Tauranga this morning.
The teenager appeared in the Tauranga Youth Court at midday, charged with injuring with reckless disregard.
He was remanded on bail to reappear on April 30.
Information from Waikanae locals had helped police identify the teenager believed to be responsible.
Mr Campbell said it was unacceptable for elderly residents to have to deal with drunk youths on or around their properties.
"There are many good young people around, but we know that alcohol and youth is not always a good mix and that alcohol is a key driver of crime."
Police were working hard alongside communities to ensure everyone could be safe and feel safe, he said.
