Member of the Sikh community Hardayal Singh said thoughts were with Mr Dhaliwal's mother and family back in India, who will soon have his body returned to them.
Many spoke of their need to find out what happened to Mr Dhaliwal and "bring justice" to those responsible.
"But even that could not bring the boy back," Mr Singh said.
Meanwhile, police were investigating whether anything was stolen from Mr Dhaliwal or his car that was parked unlocked near where he was found.
His body was found slumped at a Henderson, West Auckland, construction site about 3am on November 18.
An autopsy revealed he died from head injuries caused by an assault.
Police issued a renewed appeal for anyone near the construction site - near the Lincoln Rd motorway over-bridge - to come forward.
