"I would advise him to either call police and we can arrange to have a chat, or come to the nearest police station," he said.
Police were alerted that Ford William Hurinui, 27, who was wanted for breaching his parole conditions was seen driving in Motueka, near Nelson, last Thursday.
Police found Hurunui with his vehicle about 3.30pm but he failed to stop, resulting in a "short pursuit".
The pursuit came to an end when police allege Hurinui got out of his car and aimed a gun at officers on no-exit road Wharepapa Grove.
Hurunui was called on to surrender but failed to do so and once again aimed a gun at police, police said.
He was then shot by police and underwent surgery.
Police are now hoping to speak to Mr Kennard in relation to the incident.
He is described as Maori, 1.79m tall and of medium build. He often has a dark beard.
Anyone with any information was asked to contact the Operation Lucy investigation staff at Motueka police station on 03 528 1220, or Crimestoppers on 0800 555 111.
