ONE News reported a couple was seen arguing at a party on Main North Road, before both getting into a car that subsequently lost control.
ONE News said it is believed alcohol was a factor in the crash and the driver was unlicensed.
Ocean's family said news the car involved in the incident has provided some relief but it would not bring back Ocean, who was also known as Lovey.
"We have a lot of words we could say to them. No words can describe what we are going through," said her cousin Tamie Tapara.

Mr Patterson said a forensic post mortem confirmed Ocean's injuries were consistent with being hit by a motor vehicle. Her body will be returned to her family later today.
"We would like to hear from anyone who has information about this incident or who may have witnessed any collisions on Main North Road (SH 3) between 3am and 7am Sunday morning."
