Senior Sergeant John Yearbury said at the scene that the "family are really raw at the moment".
The young girl has other siblings, he said, and a family member discovered the girl's body this morning.
Yearbury added that when emergency services arrived the girl was already dead.
It was too early to say if it was an accident or medical event, he said.
A local church member, who visited the home, said a "little girl had died". The girl was found in the bath earlier this morning, he added.
"The place is still crawling with cops."
Another man said: "Just genuine heartbreak."
Several church members, bearing plates of food, arrived at the home throughout the morning to offer their condolences.
Shocked neighbours were also offering the family assistance.
