The man who died while fishing at Paengaroa, Bay of Plenty, has been named.
Chao-Ching Lee, 35, died at the Kaituna River mouth on June 25.
Police said the Te Puke man had been fishing.
"Members of the public pulled him from the water and performed CPR."
Maketu Fire Brigadechief Shane Beech said the man appeared to have been fishing alone, and there was some confusion about whether he was putting down a fishing net or a crab pot.
