No animals were in the paddock where the car crashed through the wooden fence, she said.
"[The fence damage] is the least of our worries. We just hope the guy in the accident is going to be okay.
"The horses were nearby but apparently they weren't worried by the helicopter at all."
Ms Phillips said it was not a dangerous spot on the straight stretch of road near a major roundabout.
There had not been a crash there as far as she could remember in the 10 years she has lived there, Ms Phillips said.
"There used to be a lot of trouble down the end but since the roundabout has been in, it hasn't been a problem. Most cars slow down for it.
"It's just very unfortunate."
Traffic was diverted off Glenbrook Rd earlier today but the road has now reopened.
