After police stopped following the man began driving fast down the wrong side of the road, Senior Sergeant John Roberts said.
The Police Eagle Helicopter monitored the vehicle and at around 4pm the driver pulled over on Great South Rd in Takanini.
The offender then tried to carjack a number of vehicles, Roberts said, but he was unsuccessful.
Police have arrested a 37-year-old man over the incidents. During the arrest the man hurt his ankle, a police statement said. He has been taken to Middlemore Hospital for treatment.
"This incident was extremely dangerous and fluid. We appreciate the co-operation of members of the public who were affected," Senior Sergeant Roberts said.
"We would like to talk to any of the drivers who were approached by the alleged offender on Great South Rd or anyone who may have other information relevant to our investigation.
