Save A man was caught by CCTV cameras while lighting fires on a boardwalk in Tauranga, police said.
The man was observed during the early hours of this morning lighting fires on the Daisy Hardwick Boardwalk in the suburb of Judea.
Police were alerted and arrested a man leaving the walkway.
An 18-year-old is due to appear in the Tauranga District Court on Thursday.
