The Waikato River is being polluted by Hamilton's dump at Horotiu, where offal has been left rotting in the open, making it a breeding ground for millions of flies.
Environment Waikato says consent conditions have been flouted since 2000 and that the dump has had a bad effect on the surrounding air, land and water quality.
The Hamilton City Council has admitted some breaches of consents.
