"This is a police matter, with one person being spoken to and dealt with by way of the restorative justice process", Barton-Chapple said.
Police have been approached for comment.
The same bucket was stolen back in 2016, and later returned under cover of darkness, with a new paint job, the interior of the bucket had been covered in bright psychedelic artwork.
This time around the bucket has been painted gold with a design on the back, which looks to be drawn in black permanent marker.
The council previously said whoever was harbouring the bucket could bring it back, no questions asked.
But the council was also combing through CCTV footage to try and spot any perpetrators.
