"There's a whole group of us who achieved that but, without the community support, our funders would have never done that for us," she said.
Mrs Moffatt's last day was marked with a high tea at Copthorne Resort Solway Park on Wednesday afternoon.
She is retiring to take up other interests, but will continue to play a role in the centre on the governing board and has also become a member of the Community Organisation Grants Scheme committee.
"Although I'm leaving the front office role, I will still be involved in community matters in the background."
She encouraged people to go and have a look at the new centre if they had not already done so.
"It belongs to the community ... have a look at the asset that we have."
Belinda Noyes will take over as centre manager.
