Boyd had an economics honours degree from Otago University, worked in senior policy roles for various departments including Treasury, Women's Affairs, Health, and the Department of Prime Minister and Cabinet.
"She inspired many people with her intellect, critical thinking and her vision for a bolder, more connected and effective public service," her sister said.
"She strongly believed in mentoring younger staff and she was a passionate advocate for the advancement of women, equal pay and recognition in the workplace of different life experiences, such as taking time off to look after children.
"Caroline loved running, reading and travelling. She was well-known in her Ngaio community and in Paekakariki, where she spent many weekends and holidays.
"There was still so much she wanted to accomplish and experience."
A funeral for Boyd will be held on Tuesday next week.
