The driver was probably stopped from crashing straight into the building by the walled garden, he said.
"I think the wall's spun him around."
Mr Pope said the man was not hurt and nobody else was injured.
The two cars parked on the side of the road, a Holden Commodore and a Ford Courier ute, had been for sale.
Glynn O'Hara, the owner of the damaged Holden, was at his workplace in Papawai Place when the crash happened.
He did not witness it but someone rang to alert him. He said it was "a bit of a bugger" but things like this happened.
"The driver's a bit of an idiot."
The arrested driver's car was removed with a forklift and impounded.
