Yee joined the council earlier this year and in his role he produced "engaging and unique events".
"Everything he has done since joining the council has reinforced his outstanding professionalism. He came into the team at a time when they had been through a considerable amount of restructuring and he has been instrumental in helping the team gel," said Filsell.
"He was a real team player - balancing a calm and level-headed approach with a wicked sense of humour in what is often a very busy, stressful environment."
One of Yee's favourite events of the year was New Year's Eve, he said.
"The events and arts team is going into a busy summer season and Ian has been working on many of the upcoming events especially his favourite, New Year's Eve."
Yee had a son and daughter.
"Our thoughts are with his family at this time ... [he] will leave a lasting impression on those who have had the privilege of working with him."
Friends have also paid tribute to him online, with one saying "We had a tonne of fun working together and I'll never forget you for your big heart and will to impress! Full of life and fun! Thoughts are with your family. Rest easy mate."
