Three people are to face charges after a two-day chlorine bomb spree in Napier.
Napier police said the trio would face drugs and possession of explosives charges.
Senior Sergeant Mal Lochrie said police were thankful no one was seriously hurt.
In one of the nearly dozen detonations reported since Monday afternoon, a device
was thrown near the entrance to a supermarket.
"It caused panic and alarm among people nearby and left the device's contents smeared over the windows," Mr Lochrie said.
In a second incident, a bomb was thrown under a bulk CNG supply cylinder at a petrol station. It failed to go off.
Yesterday central city shoppers and pedestrians were startled by a loud bang. Police scanned footage from the CBD's closed circuit television system and saw the offenders' vehicle.
Later several explosions were heard from the area of the Western Hills cemetery and police received a string of calls.
When police intercepted and stopped the group's car they found cannabis, plastic bottles and chlorine. The car's boot also revealed quantities of sulphur and gunpowder.
Police arrested a 22-year-old man and two youths, aged 17 and 18.
