Police have since confirmed it was a 5-year-old boy and an investigation as been launched.
Detective Sergeant Ryan Kemsley of Hawke’s Bay Crime Squad said police would like to hear from anyone who was in the Westshore area, in particular Charles and Gardiner Sts, and the Ferguson Ave Surf Life Saving Club area, and saw an unattended child on Thursday night.

“Also, if you have CCTV footage from the area that could be of assistance, please get in touch.”
Coastguard Hawke’s Bay skipper Henry van Tuel said about 20 people were involved in the search, including walking along the beach and searching from boats.
He said the search was carried out between the inner harbour channel to the south, up to the northern part of The Esplanade.
He said it was his understanding the body was found on “the waterline”.
It was also his understanding the boy had entered the water from the shore, rather than from a boat.
In a post on social media, he added: “Coastguard Hawke’s Bay wishes to extend our condolences to the family and whanau.
“Although a very sad outcome there was at least some satisfaction that we were able to return them to family and whanau.”
