On a scale of 1 to 10 they have rated Mr Scott as a 3.
List MP Marama Fox, who is deputy leader of the Maori Party is also rated a 3 and the single comment made about her performance is that last year the transtasman group "pointed to her gaffes. She has been more measured this year".
Ron Mark, deputy leader of NZ First has struggled his way into a 3.5 rating.
While acknowledging Mr Mark to be "experienced and savvy" the report claims he can be "too smart for his own good and can shoot from the lip."
It claims Mr Mark has "aspirations for the top job" but that NZ First leader Winston Peters is seeing a "lot of Shane Jones these days".
Mr Jones was a former high flying Labour MP but unexpectedly quit parliament to pursue other career paths
The highest rated MP in the entire parliament was ACT's lone representative David Seymour who scored 8.5.
Mr Seymour was given this glowing report:
"What a performance from Seymour. Given a free ride into the House, made leader of a rump party, no-one expected much of him.
"He has proved them all wrong, and become a strong, positive MP.
"He's been everywhere and is a hard worker -- a real surprise.
"If anyone can make ACT relevant again, it's Seymour."
Prime Minister John Key scored 7.5 and Labour leader Andrew Little 6.
