The arrested man has been charged with driving while disqualified and failing to stop to ascertain injuries.
He was to appear in Gisborne District Court today.
Police will forensically examine his car.
"He was interviewed as part of our inquiry and handed himself in to Wairoa police yesterday."
Ford said police still want information about the first vehicle that collided with Sammons.
"We want to hear from the person or persons in that vehicle.
"They need to do the right thing and come forward.
"We believe that vehicle will have sustained some damage to the front and there may also be damage to the bonnet and/or the windscreen," he said.
"We also want information from people who might have seen two vehicles speeding around Wairoa on Saturday night and in the early hours of Sunday morning."
Ford said the driver who handed himself in had given police a few details about what happened.
"We are working through the detail of that account to get a complete picture."
Ford asked again for information about the second vehicle.
"Someone must know something about a vehicle with that sort of damage, or that might have been hidden, repaired or cleaned in unusual circumstances."
Sammons was dropped off in the Black St area by friends after a 21st birthday party at a house in nearby Ngamotu Rd.
Police have interviewed a number of people who were at that party.
